Lead Procurement Advisor
 
MGT is seeking a detail-oriented and strategic Lead Procurement Advisor to assist our mid-size transportation client with their strategic vision for enterprise-wide procurement and supply chain management within a public-sector environment. This role requires deep knowledge of state and federal purchasing regulations, as well as experience applying best practices that enhance efficiency, transparency, and value across the procurement lifecycle. The Advisor will guide the transformation of procurement from a transactional function into a strategic partner aligned with the organization’s mission, operational goals, and capital improvement programs. The Advisor is responsible for developing and enforcing procurement policies; ensuring compliance with federal, state, and local regulations; and supporting projects funded through federal transportation grants. The role will also promote sustainability, supplier diversity, responsible sourcing, and ethical procurement standards. This position is expected to be six (6) to twelve (12) months in duration to assist with our client’s current projects.
 
Essential Duties and Key Responsibilities:
 
  • Lead all procurement functions including sourcing, contracting, vendor management, and purchasing for goods, services, and construction projects.
  • Oversee procurement for large-scale capital improvement and transportation infrastructure projects.
  • Ensure compliance with public procurement statutes and federal requirements (FTA, USDOT, DBE).
  • Develop organization-wide procurement strategies.
  • Establish and enforce procurement policies and internal controls.
  • Manage the procurement department budget.
  • Prepare procurement documents and support lifecycle workflow development.
  • Lead the organization’s DBE program.
  • Promote DBE participation in transportation-related contracting.
  • Oversee procurement and contract management systems.
  • Guide procurement governance and modernization.
  • Develop training programs for staff.
  • Ensure continuity of supply and risk mitigation.
  • Collaborate with finance, legal, operations, and IT.
  • Maintain records for audit and grant reporting.
  • Manage sustainability and supplier diversity initiatives.
  • Supervise procurement staff.
  • Oversee asset and inventory control.
  • Other related duties as assigned.
 
Qualifications:
  • Extensive knowledge of public-sector procurement laws and best practices.
  • Strong negotiation, risk assessment, and vendor management skills.
  • Excellent communication and leadership abilities.
  • Experience managing capital projects and federally funded initiatives.
  • Knowledge of sustainability and ethical procurement.
  • Ability to prepare reports for leadership and boards.
  • Familiarity with procurement systems (Oracle, SAP).
  • Preferred certifications: CPPB, CPPO, CPSM.
 
Education/Experience/Certifications:
  • Bachelor’s degree in supply chain management, business or related field.
  • Minimum of five (5) years of experience in Procurement, Purchasing, contract management, vendor relations.
  • Experience in training, emergency incident management, and hazardous materials response preferred.
  • Certification in procurement or supply chain management desired (e.g., CPSM, CIPS)
 
Technical Experience:
Minimum four years senior procurement leadership experience in:
  • Capital improvement project procurement
  • Contract drafting and administration
  • Public bidding and competitive procurement
  • Procurement systems and analytics
  • Federal grant compliance (FTA, USDOT, DBE)
  • Budgeting and cost analysis
  • Vendor performance management
 
Educational/Experience Requirements:
  • Bachelor’s degree in Business, Public Administration, Supply Chain, or related field required.
  • • Master’s degree or advanced certification preferred.
  • • At least five years leading procurement teams in government, transportation, or public works.
  • • Experience with executive leadership or boards strongly preferred.
 
 
Physical Requirements:
  • Ability to sit or stand for extended periods.
  • • Occasional visits to construction or operations sites.
  • • Ability to lift up to 25 lbs.
 
 
Work Environment:
  • Primarily office-based with occasional site visits.
  • Fast-paced and deadline-driven.
  • Occasional travel may be required.

The hourly pay for this position is $86.00/hour.

This is an on-site position with a standard schedule Monday through Friday, 8:00 AM to 5:00 PM.
 
Location is in the greater Warwick, RI area.
