Will County: Budget and Finance

DUTIES AND

REQUIREMENTS          The Financial Planning and Analysis Manager, under the direction of the Chief Financial Officer, leads the County’s annual budget planning process, collaborating with departments to develop, analyze, and present the Executive’s recommended budget to the County Board. This role oversees budgetary analysis, multi-year revenue and expenditure forecasting, capital improvement planning, and the preparation of budget ordinances, financial plans, and digital budget publications. The Financial Planning and Analysis Manager monitors ongoing financial performance, evaluates trends against projections, and provides strategic insights and updates to executive leadership and the County Board. Responsibilities include developing cash flow plans, supporting long-term debt issuance or refinancing decisions, and conducting ad hoc financial modeling and analysis to support County priorities. The position also compiles financial information for long-range planning and ensures compliance with best practices, including submission for Government Finance Officer Association Award recognition. Strong collaboration with elected officials, department heads, and senior leadership is essential to advance the County’s strategic and financial objectives.

 

Bachelor’s degree from a four-year college or university in Accounting, Finance or a related field; and Five (5) or more years of progressively responsible experience;  OR Completion of a master’s degree in business administration or public administration with an emphasis on  Financial Management, CFA, or CPA and five (5) years of experience in financial management; OR Any combination of education, training and experience, which provide the required knowledge, skills and abilities to perform the essential functions of the job. Valid State of Illinois Driver’s License is required, and minimum automobile insurance as required by law.

SALARY RANGE:             $95,000 – $100,000/Year
