Byron has more than 35 years of executive level, leadership experience in the public, non-profit and private sectors. He is skilled in budgeting and strategic planning, program development and management, economic development, project implementation, and organizational change. He is known as an ethical, highly competent, and visionary leader whose calm demeanor belies a fierce passion for developing competent, responsive organizations.

• First Assistant (Deputy) City Manager, Austin, TX
• Deputy Director, Finance and Administration, Houston, TX
• Deputy Dir/ Deputy Controller, Department of Human Services, Washington, DC

In these positions Byron managed or oversaw budgeting and finance, strategic planning, social services, public health, public works and public safety, and enterprise departments functioning as stand-alone businesses. These included Hartsfield-Jackson International Airport, convention centers, a public hospital, and water, wastewater, stormwater, gas and electric utilities.

He has also served as Executive Director of Atlanta’s Downtown Development Authority, and as President/CEO of a non-profit, community development corporation (CDC). Under his leadership, the CDC co-developed and managed over 56,000 sf of office and retail space and built or rehabilitated and sold affordable housing units. This activity spurred tens of millions in private investment in a previously disinvested area of Austin, Texas. It also partnered in the development of a 168 unit, active senior living community in a neighboring jurisdiction. Marshall is a graduate of Syracuse University and attended graduate school at Syracuse’s Maxwell School of Public Administration.
