Robert Marshall has served in progressive leadership positions with the City of Naperville for over 40 years.  Key senior executive positions include Chief of Police, Deputy City Manager, and City Manager Pro-Tem. Held positions of various ranks: police officer, detective, sergeant, lieutenant, and police captain.

As a Vice President with GovHR USA, Mr. Marshall provides executive search and general management consulting for clients. As Chief of Police, he was responsible for the development of the organizational strategic plan, directing overall police operations, and leading 177 sworn personnel along with 97 non-sworn personnel with an annual budget of $54 million. The department has received National Accreditation 9 times from the Commission for Law Enforcement Accreditation. As Lieutenant served as the organizations first accreditation manager. He was responsible for negotiating collective bargaining agreements with 6 different bargaining groups and put into effect several cost saving measures which included better utilization of non-sworn positions resulting in additional police officers assigned to patrol and detective duties. Created a computer forensics laboratory with cutting edge technology to help solve criminal cases involving the use of computers and cellular phones. Enhanced police officer accountability with the implementation of the office of professional standards, in-car video/audio system, and body cameras. Implemented an innovative recruitment program utilizing social media and a lateral hiring process in conjunction with the Board of Fire and Police.

As Deputy City Manager, he collaborated with the city manager and implemented recommendations from a consultant study on organizational effectiveness and efficiencies. The result was the consolidation of city positions and included reduction of positions through attrition. Assisted the City Manager with the day to day operations of city government with direct management responsibility for Information Technology, Human Resources, Community Relations, City Clerk, and Risk Management.

As City Manager Pro-Tem, he reported directly to the Mayor and 8 City Council members. Responsible for leading the 8 Department Directors and 936 city employees with a budget of $395 million. Lead a dramatic shift in culture due to a significant decline in revenue and implemented a series of budget reduction strategies as directed by City Council. Conducted several high profile and confidential personnel actions.
