Pontiac, MI (pop. 60,984) – Located in Oakland County, Michigan at the crossroads of Woodward Ave., M-59 and Telegraph Road, a short distance from Detroit and Flint, Pontiac is the Heart of Oakland County! The first settlers arrived in what is now the City of Pontiac in 1818 at the crossroads of the Saginaw Indian Trail (now Woodward/Dixie Highway) and the Clinton River. Reporting directly to the Mayor/Deputy Mayor, the Finance Director has overall supervisory and administrative responsibilities pertaining to the administration and implementation of the functions of the Finance Department. The Finance Director shall be responsible for ensuring that all the duties and responsibilities of the Finance Department, as identified in the Code of Ordinances, are executed in a fair and legal matter. 
 
The Finance Director plans and directs the City’s fiscal policies. The position oversees a total budget of over $100 million in expenditures from 24 funds, including a $54 million General Fund.   The position manages the functions of treasury, budget, accounting, payables and receivables, and income tax. The total employee count supervised by the position is up to seven positions.
 
Minimum Qualifications, Education, and Experience:
  • Bachelor’s degree in accounting, finance, business, public administration, or related field or equivalent.
  • Necessary experience includes five to ten years in professional accounting or financial management in a municipal setting.
  • Possess and maintain a valid Michigan driver’s license.
Preferred Qualifications:
  • Master’s degree and/or Certified Public Account (CPA)
Knowledge and Skills: 
  • Considerable knowledge of modern governmental accounting theory, principles and practices, internal control procedures, office automation and computerized financial applications, public finance and fiscal planning, payroll, treasury, and accounts payable/receivable functions. 
  • Strong working knowledge of budgetary, accounting and reporting systems, tax law, GAAFR, GAAP and GASB, and skill in applying related principles and requirements. 
  • Skill in assembling and analyzing financial data and ability to effectively communicate ideas and concepts orally and in writing, and in making presentations in public forums.
  • Skills in accounting software, database software, spreadsheet, and word processing software.
Ability to:
  • Design, establish, and maintain efficient and effective financial systems and procedures. 
  • Critically assess situations and solve problems, and to work effectively under stress, within deadlines and changes in work priorities.
  • Establish effective working relationships and use good judgment, initiative and resourcefulness when dealing with employees, officials, professional contacts, and the public. Provide excellent leadership and management of employees.
  • Attend meetings scheduled at times other than normal business hours.
 
The wage range for the position is $132,000 +/- (DOQE), with excellent benefits. For exceptionally well qualified candidates the City will consider a highly competitive salary.
