The Facilities Process Manager will provide strategic management to a variety of facility management staff, conduct condition assessments, and integrate strategic plans into capital improvement projects, renovations, building efficiencies, technology upgrades, and general maintenance activities. This position will prepare and manage the Austin Water’s Facility Master Plan, capital improvement projects, and the general facilities budget. This position will be responsible for the full range of supervisory activities.

Ability to Travel:
This position will be required to regularly travel to Austin Water’s treatment plants, service centers, lift stations, remote facilities, and other AW locations as part of the routine duties and responsibilities. If you are selected for this position, and meet the Driver Safety Standards in the City of Austin Driver Safety Program you may drive when necessary to multiple locations as part of your regular job duties. Otherwise you are responsible for for getting to and from these locations.

If you are selected to interview:
Your skill level in Microsoft Word and Excel will be assessed. A 70% or better will be required on all assessments in order to be considered for the next step in the process.

Candidates selected to continue in the process will receive information and instructions for preparing a short presentation to be given at the time of the next interview.

Pre-Employment Requirements

Pay Range

$37.14 – $47.35

Preferred Qualifications

Preferred Experience:

Experience managing a facility maintenance team, and a diverse portfolio of buildings at multiple locations with a variety of purposes including office space, service centers, training and maintenance buildings.
Strategic and results-driven, detail oriented, anticipate issues, with the ability to effectively set goals, develop performance measures, and present solutions.
Experience preparing and managing an overall budget of at least $8 million annually.
Effective verbal and written communication skills to explain technical facility related information to executive and senior leadership, internal customers, stakeholders, and the public through memos, emails, reports, and presentations.
Ability to develop relationships with customers by facilitating the resolution of escalated customer concerns.
Completion of one or more relevant professional certification such as Project Management Professional (PMP), Building Operator Certification (BOC), Facility Management Professional (FMP), Certified Facility Manager (CFM), Sustainability Facility Professional (SFP), Certified in Leadership in Energy and Environmental Design (LEED), or other facility professional certifications or the ability to obtain within six (6) months of employment.

Duties, Functions and Responsibilities

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

Reviews, monitors, and oversees Department Master Plan activities that align and integrate strategic plans into the design and functionality of workspaces and facilities.
Facilitates the allocation and utilization of workspace for efficient and productive business operations in alignment with business needs and long term plans.
Monitors and analyzes usage trends within established service territory and plans, designs, and implements changes and enhancements into facilities management.
Plans and implements facility and facility system modifications and improvements to include general maintenance, technological upgrades, space planning and energy efficiency.
Plans, schedules, and coordinates general maintenance, major repairs, remodeling, or construction projects for City of Austin facilities. Oversees contracts related to landscaping, HVAC, pest control and elevator maintenance
Oversees lease and/or purchase activities to include site selection and recommendations, cost control, and lease agreements.
Establishes, implements, and reviews policies, protocols, and procedures promoting safety regulations and code compliance related to the operation of heating, air handling, and electrical and mechanical control systems.
Prepares, presents, and monitors the facilities management and Capital Improvement project budget.
Reviews, analyzes, and prepares written and oral reports for City Management and City Council.
Promotes sustainability by facilitating continuous improvement of facilities to meet the requirements set forth in the Environmental Climate Protection program and environmental system ordinances.
