Blaine, MN (population 70,979)the 9th largest city in Minnesota, is a seeking collaborative and dynamic leader to serve as its next Director of Administrative Services.  Blaine is a rapidly growing community located in the northwest metro of the Twin Cities, situated only 11 miles from downtown Minneapolis and offers a high quality of life and numerous community amenities such as the National Sports Center, an Olympic class training facility and TPC Twin Cities golf course, which hosts PGA events. The Director of Administrative Services reports to the City Manager and serves as a member of the City’s Leadership Team. The Director of Administrative Services oversees the divisions of Human Resources, Communications and City Clerk and Elections.  These divisions include 12 FTE’s.  Blaine has 257 budgeted FTES and 5 collective bargaining units, for which the Director serves as the lead negotiator.  The position plays a key role in driving organizational culture and employee engagement, as well as managing other city-wide projects and initiatives, such as leading the City’s Safety Program and employee recruitment and retention efforts.
 
Candidate Requirements
  • Bachelor’s degree in public administration, human resources, organizational development, communications, or a related field.
  • Six years of experience in a senior management position of similar responsibility.
  • Excellent written and verbal communication skills, including the diplomacy and tact to work with a wide variety of stakeholders.
 
The City of Blaine will consider a combination of education and experience that allows an individual to successfully perform the functions of the position.
 
Compensation and Benefits
The expected hiring range for the position is $149,000 to $171,350 DOQ. The full compensation range for the position is $149,000 to $193,660. The City of Blaine provides a comprehensive benefits package including participating in the Minnesota Public Employees Retirement Association (PERA).
