Position Summary

The City of Crystal Lake is seeking to fill the Streets Division Supervisor position due to a retirement.  We seek a team player to provide professional leadership to the employees in our Streets Division and a high level of customer service to our residents and businesses.  Work is performed under the general direction of the Streets Division Superintendent.

Work involves managing staff and private contractors performing maintenance functions for concrete and asphalt repairs, street sweeping, parkway restoration, landscape and hardscape maintenance, sign maintenance, forestry activities, and snow and ice removal.

Respond to and/or coordinate the Street Division response to emergencies such as snow removal and severe weather incidents. Support other City departments/divisions in accomplishing public works and engineering projects. Must be on-call and respond to after-hours callbacks as necessary.

Essential Job Functions

Some essential job functions include:
·         Schedule and assign the daily work activities and operations of crews and private contractors handling street maintenance, sidewalk maintenance and snow removal, parking lot maintenance, streetscape maintenance, sign maintenance, and forestry services

·         Ensure work performed in accordance with City and OSHA safety policies, standard operating practices (SOP’s), job safety analysis (JSA’s) and procedures

·         Maintain daily work reports and productivity reports.  Create and maintain reports of division work projects status and accomplishments

·         Train and instruct personnel in job practices, safety procedures, and methods of work. Assist in safety investigations and reporting

·         Participate in interviews and new employee hiring process and recommend personnel actions

·         Responds to snow/ice and severe weather/heavy rainfall events. Schedule and manage crews, allocating necessary supplies and equipment

·         Assist the Superintendent of Streets with the development of departmental goals and objectives, annual work plans, and budget preparation information

·         Estimate and procure materials, supplies, and equipment for projects. Process invoices and track expenditures

·         Assist with preparation of the Streets Division employee performance evaluations and discipline

·         Receive, investigate and remedy customer service requests

·         Coordinate street maintenance activities with other City departments and Public Works divisions.

·         Coordinate and manage crews involved in the preparation and breakdown of community events

Qualifications

This position requires a combination of training and experience which provides the following minimum knowledge, abilities, and skills:

·         College degree (associates or bachelor degree) is desirable. Minimum High school diploma or equivalent with advanced level training/ certifications in asset management, equipment maintenance, arboriculture, work zone safety.

·         Minimum of 5 years of street and maintenance work experience, including two years of progressively responsible supervisory experience, or any equivalent combination of training and experience which provides the following knowledge, abilities, and skills:

·         Extensive knowledge of streets maintenance and repair processes, programs, equipment, materials, trends and techniques.

·         Extensive knowledge of the methods and operation of snow and ice control.

·         Considerable knowledge of and/or the ability to learn the geography, streets and utility systems of the City.

·         Extensive knowledge of the potential hazards and correlative safety measure and precautions including knowledge of IDOL, OSHA, IEPA, and IDOT standards.

·         Effective leadership skills to efficiently organizer, direct, and coordinate the activities, personnel, and equipment of a multi-functional Public Works department, including strong project management skills.

·         Effective interpersonal and communication skills for interaction with elected and appointed officials, co-workers, agencies, other governmental units and the public.

·         Working knowledge of Microsoft Office, ability to utilize GIS, and other programs specific to position.

·         Ability to exercise professional independent judgment in planning work, formulating recommendations, and making decisions.

·         Ability to effectively supervise and lead work teams, work projects, and make crew assignment adjustments as needed.

·         Ability to conduct employee evaluations, including discipline, and willingness to receive, handle, and complete confidential submissions, records, reports, and data with utmost honesty, integrity, and confidentiality.

·         Ability to understand and follow verbal and written instructions and to prepare written records and reports, including but not limited to monthly statistical reports, equipment maintenance reports and other documents.

·         Ability and wiliness to respond to emergency calls twenty-four (24) hours a day, seven (7) days a week and carry a city issued cell phone.

·         Ability to communicate effectively, both orally and in writing.

Special Requirements

Valid Illinois Class B CDL driver’s license with air brake and tanker endorsements or ability to obtain within six months.

The candidate must also have outstanding organizational and time management skills, and be detail oriented with multi-tasking capabilities in a fast-paced environment.  Critical thinking and problem solving skills along with excellent customer service skills and a high level of integrity in dealing with confidential and sensitive information is essential.

Supplemental Information

Starting salary range is $99,000-$105,000 depending on qualifications with a competitive benefit package, including health, dental, and life insurance effective on your first day of employment, participation in the Illinois Municipal Retirement Fund pension.
