POSITION SUMMARY: 
The Building Official is tasked with enforcing the regulations outlined by the Ohio Board of Building Standards, which cover various facets of a certified building department within the Division of Building Inspection.

ESSENTIAL JOB FUNCTIONS:

 Performs duties mandated by the Ohio Board of Building Standards (OBBS) as the Building Official and assists in the administration of the Division.
Administers the preparation of directives, serving as formal interpretations of all applicable codes. This includes but is not limited to, justification orders, stop-work orders, and certificates of occupancy.
Reviews plans, amendments, and resubmissions, diligently tracking their progress; takes necessary actions to expedite, review, and approve plans and projects reviewed by the Division and other City agencies.
Provides code interpretations for Divisional staff and explains code requirements to building owners, architects, engineers, developers, contractors, and the general public. Conducts complex and innovative research and makes recommendations on various technical issues. Investigates and responds to complaints and inquiries.
Enforces the applicable provisions of the Toledo Municipal Code, the Ohio Building Codes, and all other national, state and local codes, related to the construction, arrangement, and erection of all building or parts thereof, as defined by these codes.
Confers with the Assistant Building Official, senior administrative staff, fire prevention officials, and other City and state officials regarding code application, interpretation, and consistency.
Performs the duties of the Assistant Building Official in his absence.
Oversees and directs the activities of building, electrical, mechanical, and plumbing inspectors. Provides training in applicable codes and standards, as well as methods for proper plan review and inspection
Keeps the Commissioner, the Assistant Building Official and senior administrative staff informed in a timely manner of any situation that may impact the goals and objectives of plans and review activities.
Maintains liaison with and attends meetings with other governmental agencies, various trade, business and commercial organizations, interest groups, and the general public.
Assists the Commissioner in developing and implementing office policies and procedures
Serves as the City’s Floodplain Administrator, executing the City’s floodplain management policies and procedures, along with other federally mandated requirements, records, and procedures.

REQUIRED EDUCATION, EXPERIENCE, AND CERTIFICATIONS:
Permanent certification by the State of Ohio as a Building Official and permanent certification by the State of Ohio as a Residential Building Official.
PREFERRED EDUCATION, EXPERIENCE AND CERTIFICATIONS:
Permanent or interim certification by the State of Ohio as a building, electrical, plumbing, or mechanical plans examiner.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of:
Federal, state, and local building and mechanical codes.
Applicable zoning and planning codes
Municipal building inspection operations
Microsoft Office products
Skill in:
Reviewing and interpreting building, structural and mechanical plans.
Analyzing situations and recommending and implementing solutions
Writing and speaking that is easily understood by others.
Ability to:
Work with individuals of diverse backgrounds.
Establish and maintain effective working relationships with subordinates, peers, superiors, vendor representatives and clients.
Multi-task in a fast-paced environment.

In this position, the employee will frequently stand, walk, and sit. The position will occasionally require the employee to drive a personal and company owned vehicle. The employee will occasionally lift, carry, push, pull, drag and/or move up to 25 pounds. Occasional stooping, kneeling, twisting, and crouching may occur with this position. Speaking and listening are constant essential functions of this position.

The employee is frequently indoors, outdoors and traveling to multiple worksites. At times, this position will require extended work hours. The noise level in the work environment is usually low.
