Cook County Offices Under The President

Under the direction of the EEO/AAP Officer, investigates and responds to complex employee complaints
alleging acts of discrimination and harassment (including sexual harassment) that are violative of county
policies. Analyzes collected data and prepares written reports evaluating all evidence relevant to complaints.
Conducts employee training regarding relevant policies at various locations throughout Cook County. Engages
in the interactive process for reasonable accommodation requests, pursuant to the Americans with Disabilities
Act, as amended. Performs other duties as assigned.

Minimum Qualifications

  • Graduation from an accredited college or university with a bachelor’s degree.
  • Four (4) years of work experience in workplace investigations and the preparation of investigative
    reports regarding equal employment opportunity issues or other civil rights compliance matters.

  • Graduation from an accredited college or university with a master’s degree.
  • Two (2) years of work experience in workplace investigations and the preparation of investigative
    reports regarding equal employment opportunity issues or other civil rights compliance.

Preferred Qualifications

• Graduation from an accredited college or university with a Juris Doctorate degree.
• Current certification in EEO and Case Management from a recognized body such as the Society of
HR Management.
• Work experience developing and facilitating training seminars involving discrimination and
harassment.

Knowledge, Skills, Abilities and Other Characteristics
Thorough knowledge of legal principles and terminology in the area of discrimination law and the ability to
apply knowledge to specific situations.
Outstanding analytical skills relative to the investigation process and the ability to elicit and evaluate
information given by those involved.
Skill developing training programs and creating training curriculum.
Must possess good general keyboarding, filing and word processing skills.
Considerable organizational skills: ability to handle a heavy caseload and coordinate various projects in a timely
manner; must be attentive to details.
Demonstrated ability to establish and maintain confidentiality and trust; must be able to exercise discretion in
dealing with confidential witnesses, documents and matters in the investigation process.
Must possess strong mediation and interpersonal skills; ability to act professionally under highly emotional
situations; and ability to act as a mediator between various agencies and individuals.
Experience and skill in handling individuals with grievances; must possess the ability to handle difficult and/or
tense situations with tact and diplomacy.

Ability to fully and impartially investigate complaints of alleged discrimination and harassment. Ability to
interview employees in person or via phone, as appropriate, and accurately document party and witness
statements.
Possession of excellent writing skills; ability to clearly articulate, through written documents, a neutral analysis
of fact-finding investigations; ability to write unbiased reports based on information gathered during
investigations.
Ability to communicate and interact effectively with a diverse population of County employees in order to
explain policies and procedures.
Ability to address mid- to large-sized groups of employees to deliver training programs and respond to audience
questions.
Ability to transport self/travel to different sites within Cook County in order to interview employees for
investigatory purposes, conduct site visits, and conduct training programs.

Physical Requirements

Sedentary Work involves exerting up to 10 pounds of force occasionally or a negligible amount of force
frequently to lift, carry, push, pull, or otherwise move objects. Sedentary work involves sitting most of the time
but may involve walking or standing for brief periods of time.
