Hampton, Virginia (pop. 134,510) is seeking a passionate local government professional to serve as Assistant City Manager. The Assistant City Manager serves as an integral member of the executive leadership team, ensuring that leadership and strategic efforts are aligned and integrated throughout the organization in support of the City Council/City Manager's goals and objectives. The Assistant City Manager acts as a chief advisor to the City Manager and a liaison between the City Manager and one of the City's departmental business teams: Quality Government & Leisure Services; Public Safety & Youth, Education and Family Services; Infrastructure & Economic Vitality and Neighborhoods.

  • Provides leadership and strategic direction to all City employees.
 
  • Represents City Manager/City of Hampton interests at meetings, on boards and committees, etc.
 
  • Oversees financial planning and budgeting.
 
  • Empowers all levels of staff to be proactive and participatory.
 
  • Promotes, encourages, and leads collaboratively in seeking new ways to share resources, best practices and ideas in order to optimize service delivery organization wide.
 
  • Works to resolve interdepartmental issues as necessary.
 
  • Responds to inquiries from City Council, employees, and the general public.
 
  • Creates effective links and relationships with the media, community groups and various constituencies.
 
  • Serves as a hearing officer for employee grievances.
 
  • Develops and recommends policies, procedures, and programs.
 
  • Manages special projects.
 
  • Performs other related duties as assigned.

Qualifications:
Graduation from an accredited college or university with a Bachelor's Degree in Political Science, Government, Public Administration, Business Administration, or a closely related field. A Master's degree in a related field is preferred. At least eight (8) years executive level management and supervisory experience as an assistant city or county manager or administrator, or as a department director. Requires a proven track record in setting and achieving strategic goals; demonstrating leadership in support of organizational mission and values; working collaboratively with diverse customers to deliver effective solutions with a keen commitment to excellent customer service. Extensive knowledge of financial and budget management and the principles and practices of public administration, leadership, and supervision. Skills in interpersonal relations, analytical problem solving, effective decision making and negotiation, facilitation, and effective presentations. Ability to formulate strategies and make organizational and resource decision which are consistent with the goals and objectives established by the City Council and the City Manager and to implement those decisions into an efficient program delivery system; ability to respond effectively to the most sensitive inquiries and/or complaints; ability to embrace diversity by fostering and maintaining effective working relationships with all customers; ability to prioritize and manage multiple projects simultaneously and effectively; ability to gather, organize, examine and evaluate data and/or information and to recommend action based on that analysis; ability to plan and implement complex projects. An equivalent combination of education, training and experience which provides the requisite knowledge, skills and abilities for this position may be considered.
 
Features:
Performs duties under the limited supervision of the City Manager and serves at the pleasure of the City Manager. This is a highly complex executive level position which requires the ability to formulate strategies and make organizational decisions which are consistent with goals and objectives established by City Council and the City Manager. Extensive contact with the City Manager's staff, City Council, department heads and Board and Commission members, employees, citizens and a variety of outside agencies and organizations. Requires the ability to function as a team member and must be adaptable to performing effectively under moderate to high levels of stress. Requires the ability to embrace change and function as a lead agent of change within the organization. Requires strong oral, written, and personal communications skills and the ability to connect with people from all walks of life. Requires the ability to manage with confidence and courage and to make decisions which reflect organizational mission and values, even in the face of adversity, while being respectful of others. Requires attendance at a variety of meetings generally held after normal business hours. The incumbent must physically reside within the city limits of Hampton no later than twelve (12) months after placement in the position. This is an exempt position.
