General Description:

Lake County is seeking an experienced, dedicated professional who will serve as supervisor of planning staff and oversee the daily operations of the Planning and Development Services Division. The position is responsible for ensuring the development, maintenance, and implementation of systems/procedures and comprehensive plans related to assigned activities. This position is supervised by the Deputy Director.

Salary:
$91,312.00 – $104,197.60 Annually

Essential Functions:

Provide leadership and supervision of the Division’s activities and programs by prioritizing and assigning work assignments, providing technical support and guidance, and managing staff training, development, and performance.
Conduct research and analysis on planning best practices and implement internal process improvements in planning and zoning administration.
Manage agenda development and presentation of complex reports and recommendations to the Lake County Zoning Board of Appeals (ZBA), the Planning, Building, Zoning and Environment Committee, and other key stakeholders.
Supervise the development review process through the application of the County Code including site plan/site capacity reviews, zoning reviews, and natural resource protection assessments.
Maintain the relevancy of zoning ordinances and prepare amendments by identifying and researching necessary changes to improve ordinances and implement County policies.
Assist in departmental efforts to further sustainability goals, objectives, and policies of the Lake County Board.
Contribute to development of department budget, performance indicators, and reports.
Oversee content management of the department’s website and press releases.
Perform additional duties as assigned.

Knowledge Skills Abilities and Education

Demonstrated knowledge of the principles, practices, and methods used in the field of land use planning, zoning administration, and sustainability, and the ability to apply such knowledge in carrying out the essential functions above.
Skill and ability in problem-solving and conflict resolution; ability to exercise initiative, display independent judgement, be self-directed and self-motivated, and work with minimal supervision.
Ability to develop and facilitate effective working relationships with local officials, customers, county staff and stakeholders.
Maintain a high level of integrity, ethics, and professionalism with other Department managers, and as a staff representative to other governmental agencies, stakeholders, and the public.
Ability to communicate clearly, logically, and persuasively both verbally and in writing; ability to analyze and prepare clear, concise, and comprehensive reports, correspondence, and documents.
Ability to work on several projects or issues simultaneously, manage staff and projects effectively, and meet firm deadlines.
Skill and ability to successfully use County-specific technology and general office software and/or equipment including various permitting and archiving software.
 
EDUCATION AND EXPERIENCE REQUIREMENTS:
Master’s degree in planning or related field required.
Five years of progressively responsible experience in the planning field required.
Two years of supervisory experience and AICP certification preferred.
Working knowledge of planning principles and practices.
