Job Title: Zoning Officer / Regional Planning Commission Director

Job Summary: The Zoning Officer is a vital member of the Logan County Planning and Zoning Department responsible for the enforcement and administration of zoning ordinances within Logan County, Illinois. This role includes ensuring compliance with land use and development codes, conducting inspections, and collaborating with property owners and developers to facilitate legal land use. The Zoning Officer must possess a strong understanding of zoning laws, issue zoning permits, and promptly respond to zoning-related inquiries and complaints.

Key Responsibilities:

Zoning Compliance: Monitor and enforce zoning regulations, encompassing land use, building, and subdivision codes, to guarantee that developments conform to established guidelines.

Enterprise Zone: Serve as the Administrator for the Lincoln/Logan County Enterprise Zone to provide tax incentives for eligible businesses. These duties involve coordination between applicants, the Department of Revenue, and the local taxing bodies. (Contingent to Reginal Planning Commission hiring approval)

Regional Planning Director: Serve as the Executive Director of the Logan County Regional Planning Commission, providing administration and planning expertise to the County and the municipal members, and to carry out the various functions of the position. (Contingent to Reginal Planning Commission hiring approval)

Permitting: Review zoning permit applications, carry out site inspections, and approve or deny based on compliance with zoning regulations.

ZBA: Scheduling public hearings and provide support for the Zoning Board of Appeals

Inspections: Conduct on-site inspections to confirm compliance with approved zoning permits and investigate violations, taking necessary enforcement actions.

Public Engagement: Serve as a contact point for property owners, developers, and the general public to supply information, address inquiries, and resolve zoning-related concerns.

Records Maintenance: Maintain precise records, databases, and documentation pertaining to zoning permits, violations, and inspections.

Report Preparation: Prepare comprehensive reports and documents detailing zoning activities, violations, and recommendations for action, as required by the County Board and or Zoning and Economic Development Committee.

Zoning Ordinance Updates: Collaborate in the review and development of zoning ordinances to adapt to evolving community needs and objectives.

Qualifications:

Bachelor’s degree in urban planning, public administration, or a related field (preferred).
In-depth knowledge of zoning regulations, land use codes, and related laws.
Exceptional interpersonal and communication skills for effective interaction with the public, local officials, and other stakeholders.
Proficiency in interpreting and applying zoning ordinances and regulations.
Competency in record-keeping and data management.
Valid driver’s license.
Prior experience in zoning or land use planning is advantageous.
Experience with CSEF and WECS project management helpful.
Salary Range: The salary for the Zoning Officer position ranges from $40,000 to $85,000 annually, commensurate with experience and qualifications.
