SUMMARY:
The GIS Specialist, within our IT department, is responsible for all aspects of the Village’s Geographic
Information System (GIS) including basic system maintenance, administration, upgrade planning, and
enhancements for the hardware and software. This role is also responsible for maintenance,
troubleshooting, efficiency, and enhancement of the Village’s Work Order and Asset Management
platform and Permitting platform using Central Square and Open Gov respectively. The ideal candidate
will be a highly motivated self-starter with experience working with multiple municipal departments.
This candidate will also possess strong technical abilities and extensive experience in map creation, GIS
application development and support, geospatial presentation services, and software principles.

ESSENTIAL DUTIES and RESPONSIBILITIES:
• Responsible for all aspects of GIS using ArcGIS software, including creation, administration, and
testing of GIS applications, GIS Website (internal and external), cartographic and thematic
mapping.
• Manages the development, maintenance, and utilization of the geographic database. Maintains
inventory of available GIS data, including feature datasets, classes, and shapefiles. Reconciles
and posts edits, compresses the database, rebuilds indexes, manages schema changes and
secures user access.
• Responsible for all spatial data requests and updates, manages and maintains GIS-related data,
including digitizing planimetric, cadastral, and utility features, creating and maintaining all
address data, preparing exhibits and thematic maps, maintaining web map services and
applications, along with other GIS-related duties.
• Authority on Village addressing using guidelines set by Village code.
• Responsible for the Village’s Work Order and Asset Management System (Central Square),
ensuring accuracy and functionality for staff. Responsible for all report and data processing
requests.
• Provides maintenance and troubleshooting skills for OpenGov permitting software and
communicates with staff regarding product changes and upgrades.
• Provides support and administration of data maintenance activities, workflow processes and
related applications; develops scripts to streamline work processes and automate user
interfaces.
• Develops and maintains web mapping applications that enable internal and external customers
to view Village Data, reducing data requests and FOIAs.
• Provides vision and strategic direction for village-wide use and integration of GIS technology.
• Provides guidance on best practices and industry standards for data structure, use, and
application configuration.
• Collaborate with staff to analyze and determine user information needs, data constraints, and
available application packages.
• Use database management and application development skills to implement field data
collection.
• Support departmental mobile devices and applications used for field data collection.
• Coordinate and work with regional agencies (county, municipal governments, US Census
Bureau, US Postal Service) on GIS projects.
• Test new releases of GIS software for functional compatibility and integration issues and
provides technical support and training as necessary.

OTHER DUTIES / ADDITIONAL JOB FUNCTIONS
• Proactively work to improve end user experience and maintain working relationships with end
users to provide technical solutions to business problems.
• Coordinate with vendors and consultants to resolve complex issues.
• Responsible for promptly keeping Director of Information Technology apprised on any
outstanding system related issues, security issues, new requirements, or resource needs.
• Work with Director of Information Technology to establish and execute IT goals, plans and
objectives that support the Village’s vision.
• Perform other duties as assigned by the IT Director
• Provide end-user technical support as needed.
• Be available for limited on-call and after-hours support as needed

RECOMMENDED EXPERIENCE:
• Strong skills in the creation of digital maps
• Strong skills in in the use and administration of the ESRI Suite of applications such as ArcGIS
Enterprise, web services, ArcGIS Online, Survey123, ArcGIS Field Maps, ArcGIS Desktop (Pro),
ArcGIS Arcade, Experience Builder, ArcGIS Dashboards and ArcGIS Solutions
• Strong skills in cartography and data visualization
• Experience performing complex geospatial and tabular analysis.
• Working knowledge with installing and upgrading ESRI ArcGIS for Server and Desktop
• Experience using ESRI Business Analyst Online to produce high quality demographic reports.
• Experience with scripting languages such as Python, T-SQL, SQL.
• Experience with report building in Crystel Reporting
• Experience with asset management software / work order software such as CentralSquare’s
Enterprise Asset Management (CS EAM) powered by Lucity
• Experience with UAS/drone systems for GIS applications.

TRAINING AND EXPERIENCE
• Bachelor’s Degree from an accredited college or university in Geographic Information Systems,
Geography, Planning, Civil Engineering, Environmental Science, or Computer Science and 4+
years of experience in a broad range of GIS-related assignments
• Experience in local, county, or state government is highly desirable.

SALARY/BENEFITS:
The salary range for this exempt position is $72,341-$102,114 with the starting rate dependent
on qualifications, but in most cases is no higher than the midpoint of the range.
